Metro's 2019 Public Participation Plan
To our City Partners: The way we plan and implement our outreach strategies for transportation projects is vital to what we do at Metro. We kindly ask that you please help spread the word to your constituents thatMetro's Draft 2019 Public Participation Plan (PPP)isopen for public comment until April 12th. What is the PPP? Every three years, the Federal Transit Administration requires that Metro update itsPublic Participation Planas part of its Title VI Program Update. We have updated our 2016 Plan for 2019 andwant your input to help make this Plan the best it can be.
This Plan guides all of Metro's outreach efforts to gather important public input on possible changes to fares, bus and rail service, new projects in planning, construction and other programs, and plans and initiatives that we want to ensure all voices are heard.

Eastside Transit Corridor Phase 2
Metro is studying Light Rail Transit (LRT) alternatives to extend the existing Metro Gold Line Eastside Extension (MGLEE) from its current terminus at Atlantic Station in East Los Angeles into eastern Los Angeles County.
Based on the findings from the Technical Study, the Board approved the updated Project Definition to include three (3) Build Alternatives:
- SR 60 NSDV LRT Alternative
- Washington Boulevard LRT Alternative – Atlantic Below-Grade Concept
- Combined Concept
Upon completion of the Eastside Transit Corridor Phase 2 Draft EIS/EIR in 2014, the Metro Board of Directors directed staff to undertake a Technical Study to:
Conduct additional technical investigation to address major areas of concern raised by Cooperating Agencies, corridor cities and stakeholders;
Identify of a new north-south connection for the Washington Boulevard LRT Alternative and;
Explore the feasibility of operating both the SR 60 LRT and Washington Boulevard LRT Alternatives.
In May 2017, the Metro Board approved the updated project definition upon receiving the completed Eastside Transit Corridor Phase 2 Technical Study. The study addressed issues identified in the November 2014 Board Motion, which the Metro Board of Directors passed subsequent to the release of the Eastside Transit Corridor Phase 2 Draft Environmental Impact Statement/Environmental Impact Report (Draft EIS/EIR).
Board Members John Fasana , Hilda Solis and Janice Hahn also introduced a motion directing staff to explore the possibility of accelerating construction of both alignments upon conclusion of the Environmental phase.
Metro will further study the three LRT alternatives in a revised/supplemental Draft EIS/EIR. This phase will include additional environmental analysis and coordination with third party agencies, engineering analysis and refinements, and continued outreach to key stakeholders and communities. Metro staff will continue providing project updates to communities in the study area, stakeholder groups and cooperating resource agencies.

MONTEBELLO-ASHIYA SISTER CITY ASSOCIATION
STUDENT AMBASSADOR PROGRAM INFORMATION
AND APPLICATION FOR 2019
This cultural and educational exchange program is part of the “People to People” programs initiated by President Dwight D. Eisenhower during the early 1950s. As part of these historical programs, the Montebello Student Ambassador Exchange with Ashiya, Japan, established in 1964, will celebrate 55 years in 2019. The Student Ambassador experience allows Montebello students to travel to Japan, live in the homes of Ashiya families and participate in Japanese cultural events. In exchange, Ashiya students come to live in Montebello; thus, the program serves to strengthen and promote better understanding and friendship between the United States and Japan.
The students selected for this exchange program act as Ambassadors for the City of Montebello and participate in numerous public appearances and speaking engagements in Ashiya, Japan. Many long lasting friendships have developed among past student ambassadors and the people working together in the Montebello-Ashiya Sister City program. But this “People to People” program also fosters friendship and cooperation between the residents of the two cities: Montebello and Ashiya.
The Montebello-Ashiya Sister City Association normally selects 3 students from Montebello to represent the Association and Montebello City as ambassadors. Two are selected to travel to Ashiya, Japan, and at least one will remain in Montebello to act as a host ambassador.
